Since 1975, the West Plains Council on the Arts has been the leading agency in hosting performing arts and cultural events from outside the area while also recognizing the contributions of local artists and musicians, including that it hosts the annual Ozark Heritage Festival. Established in 1994, the two-day festival is held the third weekend in October and is the signature event for West Plains. Over the years other venues have also become art-opportunity providers, including the Civic Center, the Harlin Museum, Missouri State University-West Plains, The Yellow House Community Arts Center, and several private businesses. Downtown art strolls have been gaining traction. Art shows, classes, and workshops happen at various venues in the area and are increasingly becoming a vital part of adding to our quality of life.
